The Investment and Development Agency of Latvia (LIAA), in cooperation with the Development Finance Institution Altum, jointly implements the state budget programme Large Investment Loan with Capital Discount. Round 3.

The purpose of the aid programme is to provide aid to merchants for the implementation of viable business projects, by promoting the development and competitiveness of merchants, increasing exports and ensuring financing for investment projects aimed at introducing new equipment and technological processes.

Within the scope of the investment project, the merchant performs investments for launching, expanding and raising the efficiency of production; following project implementation and the achievement of outcomes, part of the loan is discharged. The capital discount may comprise up to 30% of the eligible project costs, but not more than EUR 10 million. As a result of the implemented projects, products with higher added value will be developed and the volume of Latvian exports will be increased.

Project applicant

The project applicant must meet the following conditions:

• is a large or medium-sized merchant
• is registered with the Commercial Register of the Republic of Latvia
• the objective of the investment project is the introduction of new facilities and technological processes in the production or provision of services in the specified sectors
• the purpose of the loan is for setting up a new establishment, extending the capacity of an existing establishment, for the diversification of the output of an establishment with products not previously produced in the establishment, or for a fundamental change in the overall production process of an existing establishment
• the merchant has no tax debts and is not an undertaking in difficulty.
