The Start-up Support Program implemented by the Investment and Development Agency of Latvia (LIAA) is open to capital companies that have attracted venture capital investments from both Latvia and other countries around the world. In order for a capital company to qualify for support under the program, the investor must be included in the list of qualified venture capital investors maintained by the LIAA.

The list may include alternative investment funds or their managers, accelerators, or business angels (natural or legal persons).
